Empire infantry is tanky and easily replenished, so a good middle ground. Valandian units in general will lose in a straight up fight against a similar army but they are versatile as hell. Aserai master archers are the second best after fians and you can get the noble tree for your 10% cavalry their infantry is meh I guess. Empire has good infantry but their archers don't have much ammunition (30 for palace and 20 for crossbow).
